नोटरी कार्य में कानूनी अनुपालन और अनुशासन आवश्यक — न्यायमूर्ति प्रसन्न वराले
नोटरी का कार्य सम्माननीय और जिम्मेदारियों से परिपूर्ण होता है; इसमें कानून का सख़्त पालन और अनुशासन अनिवार्य है — यही बात उच्च न्यायालय के न्यायमूर्ति प्रसन्न वराले ने कही।
न्यायमूर्ति प्रसन्न वराले ने यह अभिमत महाराष्ट्र एवं गोवा नोटरी एसोसिएशन की पांचवीं नोटरी परिषद के अवसर पर पुणे के चिंचवड़ स्थित प्रा. रामकृष्ण मोरे प्रेक्षागृह में व्यक्त की। कार्यक्रम का शुभारम्भ संविधान की परिक्रमा के साथ किया गया।
इस अवसर पर न्यायमूर्ति रेवती मोहिते-डेरे, न्यायमूर्ति संदीप वी. मारणे, न्यायमूर्ति आरिफ एस. डॉक्टर, प्रमुख जिला व सत्र न्यायाधीश पुणे एस. के. महाजन, विधान सभा उपाध्यक्ष अण्णा बनसोडे तथा कई वरिष्ठ अधिवक्ता व न्यायमंडल के गणमान्य सदस्य उपस्थित थे।
न्यायमूर्ति रेवती मोहिते-डेरे ने डिजिटल व ऑनलाइन नोटरी कार्यशालाओं के नियमित आयोजन की आवश्यकता पर विशेष जोर दिया। अधिवक्ता खराड़े ने संगठन के उद्देश्यों, कार्यप्रणाली व पिछले कार्यकाल का सारांश प्रस्तुत किया।
परिषद में नोटरी पद का दर्जा, व्यावसायिक दक्षता और तकनीकी सुधारों पर व्यापक मार्गदर्शन प्रस्तुत किया गया और 15 नोटरी अधिवक्ताओं को विधि सेवा पुरस्कार से सम्मानित किया गया।
परिषद द्वारा पारित प्रमुख प्रस्तावों में शामिल हैं:
- नोटरी प्रमाणपत्र और नवीनीकरण का समयबद्ध निर्वहन।
- नोटरी अधिवक्ताओं के लिए विशिष्ट कार्यस्थल की उपलब्धता सुनिश्चित करना।
- पुलिस सुरक्षा के तहत नोटरी एक्ट के प्रावधानों का प्रभावी क्रियान्वयन।
- वकील संरक्षण कानून को मान्यता दिलाने के लिए शासन से आवश्यक अनुरोध।
- मुंबई उच्च न्यायालय के खंडपीठ का पुणे में गठन करने का प्रस्ताव।
- नोटरी अधिवक्ताओं को आधिकारिक पहचान-पत्र जारी करना।
- टोलमुक्ति व बीमा जैसी सुविधाओं का प्रावधान।
- झूठे मुकदमों की रोकथाम हेतु कारगर कदम उठाना।
जालना नोटरी एसोसिएशन के अध्यक्ष अधिवक्ता महेश धन्नावत, अधिवक्ता अशोक छाजेड, अधिवक्ता आर. बी. मोरे, अधिवक्ता वैभव खरात, अधिवक्ता राजेंद्र चव्हाण, अधिवक्ता शिवराम सतकर तथा महाराष्ट्र व गोवा नोटरी एसोसिएशन के प्रवक्ता अधिवक्ता पठान साजीदखान अब्दुल मजीदखान और सदस्य अधिवक्ता नसीर नजीरखान पठान ने परिषद में सक्रिय भागीदारी निभाई।
परिषद की सफलता हेतु अधिवक्ता आतिश लांडगे, महिला अध्यक्ष अधिवक्ता शोभा कड़, अधिवक्ता ज्योति पांडे, अधिवक्ता आशीष ताम्हणे, एम. ए. सईद व अन्य ने विशेष योगदान दिया। सूत्रसंचालन का दायित्व अधिवक्ता आसमा शेख ने निभाया।
