क्या लोकतंत्र का दम घुट रहा है?

चुनाव—लोकतंत्र की आत्मा, जनता का पर्व, और उम्मीदों का सबसे बड़ा मंच। लेकिन आज यही पर्व अपनी चमक खोता हुआ दिख रहा है। मतदान की कतारों में खड़ा आम नागरिक यह सवाल पूछने को मजबूर है—क्या उसका एक वोट अब भी उतना ही ताकतवर है? चुनावों में धनशक्ति और बाहुबल के बढ़ते वर्चस्व पर गहरी पीड़ा व्यक्त करते हुए जालना के समाजसेवक श्याम सारस्वत ने कहा कि यह प्रवृत्ति लोकतंत्र के लिए गंभीर और खतरनाक चेतावनी है।
श्याम सारस्वत के अनुसार, बीते कुछ वर्षों में चुनाव आम आदमी का उत्सव कम और ताकतवर वर्ग का प्रदर्शन अधिक बनते जा रहे हैं। भारी धनराशि, संगठित प्रभाव और शक्ति के आगे ईमानदारी, शिक्षा और सेवा-भावना जैसे मूल्य दबते चले गए हैं। सत्ता में बार-बार लौटने वाले उम्मीदवार अपने संसाधनों के दम पर चुनावी मैदान पर कब्जा जमा लेते हैं, जबकि साफ छवि और समाजहित की भावना रखने वाले लोग राजनीति से बाहर धकेल दिए जाते हैं।
विचारधारा पीछे, ‘जीतने की क्षमता’ आगे
उन्होंने कहा कि कभी चुनाव विचारधाराओं, सिद्धांतों और जनकल्याण के वादों पर लड़े जाते थे। आज तस्वीर उलट है—विचारधारा हाशिये पर है और ‘जीतने की क्षमता’ ही सबसे बड़ा पैमाना बन गई है। इसी सोच के चलते कई राजनीतिक दल ऐसे चेहरों को आगे बढ़ाते हैं जिनके पास अपार धन, प्रभाव या भय पैदा करने की ताकत होती है। इसका सीधा नुकसान लोकतांत्रिक मूल्यों और राजनीतिक नैतिकता को हो रहा है।
चुनावों के दौरान पैसों का खुला प्रदर्शन और शक्ति का दुरुपयोग मतदाताओं को प्रभावित करने का औज़ार बन गया है। ऐसे असमान माहौल में कोई नया, शिक्षित और सामाजिक चेतना से प्रेरित व्यक्ति टिक ही नहीं पाता—और लोकतंत्र की विविधता सिमटती चली जाती है।
चरित्र से ज्यादा ‘खर्च करने की क्षमता’?
भावुक शब्दों में श्याम सारस्वत ने कहा, आज राजनीति में कदम रखने से पहले पहला सवाल यह बन गया है—“आप चुनाव में कितना खर्च कर सकते हैं?”
यह सवाल अपने आप में लोकतंत्र के पतन की कहानी कहता है। जिनके पास नैतिक बल, निष्कलंक चरित्र और सेवा का जज़्बा है, वे हाशिये पर चले जाते हैं। नतीजा यह कि आम नागरिक राजनीति से निराश होता जा रहा है और लोकतांत्रिक प्रक्रिया से दूरी बना रहा है।
उन्होंने चेतावनी दी कि चुनावों में बढ़ता धनबल लोकतंत्र के लिए घातक है। लोकतंत्र तभी जीवित और मजबूत रह सकता है, जब सदनों में ईमानदार, नैतिक मूल्यों वाले और जनहित को सर्वोपरि रखने वाले प्रतिनिधि पहुंचें।
यदि समय रहते इस खतरनाक प्रवृत्ति पर अंकुश नहीं लगाया गया, तो लोकतंत्र का यह महान उत्सव कुछ गिने-चुने ताकतवर लोगों तक सिमट जाएगा—और आम नागरिक, जिसके नाम पर यह व्यवस्था खड़ी है, केवल एक मौन दर्शक बनकर रह जाएगा।
