Mecca Defence Pact Talks in Riyadh: Why Saudi Arabia, Turkey and Pakistan Are Meeting Now

Riyadh diplomatic talks involving Saudi Arabia, Turkey and Pakistan

RIYADH: A high-level committee of the Mecca defence pact involving Saudi Arabia, Turkey and Pakistan is meeting in Riyadh at a moment of sharply rising regional tension. The talks are drawing attention across the Muslim world because they combine questions of collective security, diplomacy and the protection of Islam’s holiest places.

Turkey’s foreign ministry said Foreign Minister Hakan Fidan, Defence Minister Yasar Guler and chief of the general staff General Selcuk Bayraktaroglu would attend alongside Saudi and Pakistani officials. The agenda includes recent regional developments and efforts to turn the alliance into a more institutionalised security framework.

Why the meeting matters

The meeting comes as fighting in Yemen has intensified and as Saudi Arabia has accused the Houthis of attacks affecting areas linked to the holy cities. Pakistan has also said an Iranian suggestion to explore political engagement with the Houthis will be discussed. That gives the Riyadh meeting two tracks: strengthening deterrence while examining whether diplomacy can prevent a wider confrontation.

For Muslim audiences worldwide, the significance goes beyond conventional military politics. Makkah and Madinah are sacred to Muslims across national and sectarian lines. Any security threat near the holy sites can quickly become an international religious concern, making careful verification and de-escalation especially important.

What to watch next

The key questions are whether the three countries announce a permanent command or consultation structure, how they define collective defence, and whether political engagement over Yemen gains momentum. Membership is another issue: Pakistani officials have said other countries have shown interest, although expansion is not expected before the pact becomes fully operational.

The Riyadh talks therefore represent a test of whether the three governments can combine security cooperation with diplomacy rather than allow the region’s conflicts to widen.
