Mumbai Slum Rehab Study Raises Big Question: Why Do So Many Families Keep Waiting?

Computer-generated English audio

Mumbai: Three decades after Mumbai embraced slum rehabilitation as a major housing strategy, a new study has raised difficult questions about whether the model is delivering permanent homes quickly enough for the people it is meant to serve.

The Indian Express reports that research examining 15 years of projects found only about one-third were completed. It also found that for every resident receiving a rehabilitation flat, many more people entered other slum settlements during the same broad period.

Long waits after eviction

One of the most serious concerns is the gap between demolition or displacement and possession of a permanent rehabilitation home. When projects stall, families can spend years in transit arrangements while neighbourhood networks, schooling and livelihoods are disrupted.

The findings do not mean every rehabilitation project fails. They do suggest that project completion, developer accountability and protection of displaced residents need to be measured more closely than the number of schemes approved.

What Mumbai needs to measure

A stronger system would publicly track how many eligible households have vacated, how many receive transit rent on time, construction milestones and actual possession. Such data would help distinguish functioning projects from chronically delayed ones.
