Mumbai: Residents hoping to use the BMC’s Occupation Certificate Amnesty Scheme are facing an unexpected obstacle: the online AutoDCR system required for applications remains non-functional, according to a report published Sunday.
The scheme is intended to create a regularisation route for eligible buildings and units that were occupied without an occupation certificate, subject to detailed conditions. But an online-only process cannot deliver relief while its application portal is unavailable.
Who the scheme is meant to help
According to the reported SOP, the scheme applies to specified residential, school and hospital buildings occupied before November 17, 2016, with other eligibility requirements. Applications are to be filed through architects or licensed surveyors, while individual flat owners may also be eligible to initiate applications.
Housing experts have raised questions about how individual applications will work where building-wide requirements such as fire approvals or common-area violations remain unresolved.
Digital access must match policy intent
The immediate priority is restoring a reliable application system and clearly explaining how complicated building-level deficiencies will be handled. Residents should avoid paying intermediaries who claim guaranteed approval outside the official process.
