जालना; देश के निर्माण में शिक्षा और शिक्षकों की भूमिका अत्यंत महत्वपूर्ण होती है। देश के विकास में योगदान देने के लिए सक्षम, कुशल और संस्कारवान मानव संसाधन तैयार करने की जिम्मेदारी शिक्षकों पर होती है। शिक्षकों को तनावमुक्त रखने के लिए उन्हें आर्थिक स्थिरता और सामाजिक प्रतिष्ठा प्रदान की गई है। उनकी समस्याओं के समाधान के लिए एक स्वतंत्र तंत्र तैयार किया गया है, जिसमें जिला स्तर पर शिक्षा अधिकारियों की भूमिका अहम होती है।
डॉ. बाबासाहेब आंबेडकर ने “शिक्षा ग्रहण करो, संगठित हो जाओ और संघर्ष करो” का मंत्र दिया था। उसी के अनुरूप, समाज के जागरूक और महत्वपूर्ण घटक के रूप में शिक्षकों ने एकजुट होकर अपने अधिकारों के लिए संघर्ष करने हेतु विभिन्न संगठन स्थापित किए। मराठवाड़ा शिक्षक संघ भी इन्हीं संगठनों में से एक है, जिसका 58 वर्षों का समृद्ध इतिहास है। इस संगठन ने शिक्षकों को सेवा स्थिरता से लेकर सेवानिवृत्ति तक के लाभ दिलाने में महत्वपूर्ण भूमिका निभाई है। आज भी यह संघ अन्यायग्रस्त शिक्षकों के लिए मजबूती से खड़ा है।
शिक्षकों की समस्याओं की अनदेखी और अधिकारियों की लापरवाही
जालना जिले में शिक्षकों की अनेक समस्याएं लंबित हैं। पिछले दो महीनों से आठ से दस स्कूलों के वेतन अटके हुए हैं, जिससे आर्थिक संकट के कारण शिक्षक और गैर-शिक्षकीय कर्मचारी परेशान हैं। वेतन भुगतान में अत्यधिक अनियमितताएं हैं। नियमों के विपरीत दी गई व्यक्तिगत स्वीकृतियों और अन्य लंबित मामलों पर जब शिक्षक संघ के पदाधिकारी उचित प्रक्रिया से ज्ञापन देकर समाधान की मांग करने गए, तो माध्यमिक शिक्षणाधिकारी (मंगला धूपे) ने न केवल उनकी समस्याओं को नजरअंदाज किया, बल्कि पदाधिकारियों का अपमान किया, उनसे दुव्यवहार किया और यहां तक कि उनके खिलाफ झूठी पुलिस शिकायत दर्ज कराई।
इतना ही नहीं, कार्यालयीन समय में शिक्षणाधिकारी और उनके कर्मचारी मुश्किल से ही कार्यालय में उपलब्ध होते हैं, जबकि शाम 6 बजे के बाद कार्यालय सक्रिय होता है। सूत्रों के अनुसार, कार्यालयीन समय के बाद ही आर्थिक लेन-देन संबंधी कार्य संपन्न किए जाते हैं। नियमों के अनुसार कार्य करने पर शिक्षणाधिकारी माध्यमिक को परेशानी होती है और इसलिए वे शिक्षक संघ के पदाधिकारियों को अपमानित कर उनके खिलाफ झूठे मामले दर्ज करवा रहे हैं।
इस स्थिति से शिक्षकों में भारी आक्रोश व्याप्त है। शिक्षक संघ ने मांग की है कि शिक्षकों का आर्थिक और मानसिक शोषण करने वाली, उनकी समस्याओं को जानबूझकर लंबित रखने वाली माध्यमिक शिक्षणाधिकारी मंगला धूपे को तत्काल निलंबित किया जाए, उनके खिलाफ उचित कार्रवाई की जाए और उनकी संपत्ति की जांच कराई जाए।
संघ की प्रमुख मांगें:
- 1. माध्यमिक शिक्षणाधिकारी श्रीमती मंगला धूपे गायकवाड़ को पद से हटाया जाए।
- 2. उनकी संपत्ति की विस्तृत जांच कराई जाए।
- 3. शिक्षकों के प्रति अपमानजनक व्यवहार करने वाले शिक्षणाधिकारी के खिलाफ सख्त कार्रवाई हो।
- 4. जालना जिले में शिक्षकों के वेतन में जारी अनियमितताओं को दूर किया जाए।
- 5. संघ पदाधिकारी जगन वाघमोडे पर दर्ज झूठा मामला वापस लिया जाए।
- 6. नियमविरुद्ध व्यक्तिगत स्वीकृतियों की गहन जांच की जाए।
- 7. लंबे समय से लंबित मामलों का तत्काल समाधान किया जाए।
- 8. 2020-21 से रुकी हुई भविष्य निधि (PF) की रसीदें जारी की जाएं।
- 9. 7 फरवरी 2025 के परिपत्रक के अनुसार सातवें वेतन आयोग का लंबित भुगतान ऑनलाइन किया जाए।
- 10. 27 फरवरी 2025 के दिन शिक्षणाधिकारी कार्यालय के CCTV फुटेज सार्वजनिक किए जाएं।
- 11. कार्यालय में शाम 6 बजे के बाद हो रही संदिग्ध गतिविधियों की जांच की जाए।
- 12. पूर्णकालिक वेतन अधीक्षक की नियुक्ति की जाए।
यह ज्ञापन मराठवाड़ा शिक्षक संघ के वरिष्ठ पदाधिकारियों प्रा. डॉ. मारोती तेंगमपुरे, ज्ञानोबा वरवटे, प्रेमदास राठौड़, आरिफ कुरैशी, रमेश आंधळे, संजय येळवंटे, नारायण मुंडे, फरखुंद अली सय्यद, भीमाशंकर शिंदे, जगन वाघमोडे, तुकाराम पडघन, प्रदुम्न काकड़, भगवान धनगे, हकीम पटेल समेत कई अन्य शिक्षकों द्वारा हस्ताक्षरित किया गया।
संघ ने दी चेतावनी: जल्द कार्रवाई नहीं हुई तो होगा उग्र आंदोलन
मराठवाड़ा शिक्षक संघ ने प्रशासन को आगाह किया है कि यदि शिक्षकों के खिलाफ हो रहे अन्याय और शोषण पर शीघ्र कार्रवाई नहीं की गई, तो वे बड़ा आंदोलन छेड़ने को मजबूर होंगे। संघ ने कहा कि शिक्षकों के आत्मसम्मान और अधिकारों की रक्षा के लिए वे किसी भी हद तक संघर्ष करने को तैयार हैं।
