BEIJING, September 29, 2026: China is considering additional measures to address safety risks linked to open-weight artificial intelligence models, according to the South China Morning Post.
Open-weight models can be downloaded, modified, fine-tuned and operated independently. Their flexibility has helped developers experiment with AI systems, but it also creates challenges around oversight, misuse and accountability.
South China Morning Post’s China technology coverage reported that Chinese authorities and researchers are examining how open-weight models can be made safer.
Why open-weight AI is different
Unlike tightly controlled AI services, open-weight systems can give users more direct access to model parameters. Developers can adapt them for different applications, while organizations can run them on their own infrastructure.
That flexibility can support research and innovation, but safety protections applied at a hosted service may not automatically remain in place after a model is downloaded and modified.
China’s wider AI strategy
