वक्फ संशोधन बिल: संसद में शक्ति परीक्षण, कौन किसके साथ?
नई दिल्ली, 2 अप्रैल 2025: संसद के बजट सत्र के दूसरे चरण में आज लोकसभा में वक्फ संशोधन विधेयक पेश किया जाएगा। यह विधेयक वक्फ संपत्तियों के प्रबंधन और विवादों के समाधान से जुड़े बड़े बदलाव लाता है। सरकार और विपक्ष दोनों अपनी-अपनी रणनीतियों के साथ तैयार हैं।
लोकसभा में नंबर गेम
लोकसभा में कुल 542 सदस्य हैं। बीजेपी के पास 240 सांसद हैं और एनडीए गठबंधन की कुल ताकत 293 है, जो बहुमत के लिए आवश्यक 272 से अधिक है।
विपक्ष की बात करें तो कांग्रेस के 99 सांसद हैं और INDIA ब्लॉक कुल 233 सांसदों तक सीमित है। कुछ निर्दलीय और गैर-गठबंधन दल भी सदन में हैं।
राज्यसभा में समीकरण
राज्यसभा में 236 सदस्य हैं। एनडीए के पास 115 सांसद और 6 मनोनीत सदस्यों का समर्थन है, जिससे कुल संख्या 121 हो जाती है। यह संख्या 119 के बहुमत आंकड़े से अधिक है।
विपक्ष के पास कुल 85 सांसद हैं। वाईएसआर कांग्रेस (9), बीजेडी (7), एआईएडीएमके (4) और अन्य छोटे दलों के सांसद भी महत्वपूर्ण भूमिका निभा सकते हैं।
सरकार को मिल रहा समर्थन
जेडीयू, एलजेपी, टीडीपी जैसे एनडीए घटक दल विधेयक के समर्थन में हैं। सभी सहयोगियों ने अपने सांसदों को व्हिप जारी किया है।
विपक्ष की रणनीति
कांग्रेस, टीएमसी, आप, डीएमके, सपा, वाम दलों और अन्य विपक्षी दलों ने संयुक्त बैठक कर विरोध का ऐलान किया है। व्हिप जारी कर विधेयक को हराने की कोशिश की जा रही है।
विधेयक के प्रमुख बिंदु
- हाई कोर्ट में अपील का अधिकार: अब वक्फ संपत्ति विवाद में हाई कोर्ट में अपील की जा सकती है।
- दान के बिना दावा नहीं: अब वक्फ बिना दान के किसी संपत्ति पर दावा नहीं कर सकता।
- महिला और अन्य धर्मों के सदस्य: वक्फ बोर्ड में अब एक महिला और एक गैर-मुस्लिम सदस्य अनिवार्य होगा।
- कलेक्टर को सर्वे का अधिकार: कलेक्टर यह तय कर सकता है कि कोई संपत्ति वक्फ की है या नहीं।
