BEIJING, September 29, 2026: China’s State Council has reviewed and approved in principle a draft regulation concerning the registration and management of public institutions.

The draft was considered during a State Council executive meeting chaired by Premier Li Qiang on September 28. The meeting also discussed macroeconomic policy, investment and new-pollutant controls. citeturn0search5turn0search2

Administrative framework

The proposed regulation is intended to improve the registration and management framework for public institutions. Further legislative and administrative procedures are expected before the final rules take effect.

Part of wider governance work

The review comes alongside other regulatory changes in China, including revised implementation regulations for the Audit Law.
