केवल मटन दुकानों को बंद करना और कुत्तों की नसबंदी से नहीं सुलझेगी समस्या: पूर्व सभापति आमेर पाशा
जालना – शहर में आवारा कुत्तों की बढ़ती संख्या और हाल ही में दो मासूम बच्चियों की मौत के बाद जालना महानगरपालिका पर गंभीर सवाल उठने लगे हैं। नागरिकों में बढ़ती नाराजगी के बीच पूर्व सभापति आमेर पाशा ने मनपा प्रशासन की कार्रवाइयों को “असमझदारी भरी और गरीब विरोधी” बताते हुए कड़ी आलोचना की है।
उन्होंने कहा कि शहर में आवारा कुत्तों की इतनी बड़ी संख्या इस बात का प्रमाण है कि महानगरपालिका अपनी जिम्मेदारी निभाने में पूरी तरह असफल रही है। अब जब कुत्तों के हमले से नागरिकों की जान जा रही है, तो मनपा प्रशासन अपनी गलती छुपाने के लिए उल्टे गरीबों पर कार्रवाई कर रहा है — मटन दुकानों को बंद करवा रहा है और नाम मात्र की नसबंदी योजनाएं चला रहा है।

उन्होंने सुझाव दिया कि मनपा को चाहिए कि शहर के बाहर बड़े ‘डॉग हाउस’ या शेल्टर होम बनाकर वहां सभी आवारा कुत्तों को स्थानांतरित किया जाए। उनके भोजन, देखभाल और सुरक्षा की उचित व्यवस्था प्रशासन की जिम्मेदारी होनी चाहिए। इससे एक ओर शहर सुरक्षित रहेगा और दूसरी ओर पशु कल्याण भी सुनिश्चित होगा।
पूर्व सभापति ने आगे कहा कि मनपा की लापरवाही के कारण अब यह स्थिति उत्पन्न हुई है कि यदि इन कुत्तों को भोजन नहीं मिलेगा, तो वे और अधिक आक्रामक होकर लोगों पर हमला करेंगे। उन्होंने चेतावनी दी कि यह जन सुरक्षा से जुड़ा मुद्दा है, और इसे गंभीरता से न लिया गया तो हालात और बिगड़ सकते हैं।
आमेर पाशा ने यह भी कहा कि मटन की दुकानें कोई नई नहीं हैं — ये सालों से चल रही हैं और गरीब तबके के लोगों की आजीविका का प्रमुख साधन हैं। यदि किसी भी दुकान से नियमों का उल्लंघन हो रहा है तो मनपा को नियमित निरीक्षण और सुधारात्मक कदम उठाने चाहिए, न कि सीधे दुकानें बंद कर लोगों की रोजी-रोटी छीननी चाहिए।
“गरीबों को परेशान करना और जनता की जान को खतरे में डालना किसी भी समस्या का समाधान नहीं हो सकता। मनपा को चाहिए कि वह ठोस, दीर्घकालिक और मानवीय समाधान और वैज्ञानिक योजना अपनाए ताकि नागरिकों की सुरक्षा और पशु कल्याण दोनों सुनिश्चित हो सके।”
